In the city of Elgin, Illinois, there is a public community college known as Elgin Community College (ECC). In 1949, it began operations as a component of the Elgin Area School District U46. Community College District 509 was established in 1966, a full 17 years after the Illinois Community College System had been established by state legislators the previous year. The majority of the District is located in Kane County, with smaller portions also spread over the counties of DeKalb, Cook, McHenry, and DuPage. The District, which covers a total area of 930 square miles (360 square miles), provides services to 300,000 residents, 11,000 enterprises, four public school systems, and 15 high schools. The Elgin High School, which is now known as the Gifford Street School, was where classes were initially held. However, they were eventually moved to a campus that was created on the 145-acre (58.7 ha) land that was formerly the agricultural colony of Elgin State Hospital. On April 7, 2009, voters in District 509 approved a bond referendum for $178 million, which would be used to finance the campus's rehabilitation and expansion.
