Australia’s draft framework under fire for TNE emphasis
Stakeholders have raised concerns about Australia’s draft framework for international education, mainly its focus on Transnational Education (TNE) as a critical strategy for growth. Tracy Harris of Tracy Harris Solutions criticized the framework as "naive." At the same time, Mike Ferguson, pro-vice chancellor of Charles Sturt University, questioned the financial viability of TNE and noted that many providers are already operating at a loss. The framework positions TNE as one of three pillars for sustainable growth in the education sector, aiming to expand offshore opportunities. However, Ferguson and others argue that the framework lacks adequate consultation with the industry and was developed hastily to meet political imperatives. They caution against unquestioningly following the government’s advice on TNE, suggesting that the government should provide specific funding to support universities in establishing overseas campuses. Timothy Gilbert, vice president of international at Melbourne Polytechnic, highlighted the framework's omission of TAFE institutions, advocating for more support to facilitate their growth in this area. James Goodsell from the Department of Home Affairs acknowledged the concerns and reaffirmed the government’s commitment to assisting the sector in diversifying its offerings.
